Maximum vector mask layers in one spec. Matches a typical 8-bit stencil buffer’s one-hot bit budget for com.xweather.mapsgl.map.mapbox.GlStencilMaskRenderer.drawCustomMaskSlotIntoStencil (1 shl index). The sequential-ALL path can combine more geometric passes without bit packing, but this cap keeps the bitmask combine path well-defined. If clipBounds is used together with vector masks in the non-sequential path, leave headroom (clip consumes one additional bit).
