Sample-app helper: wait for the custom Mapbox layer, mask geometry, and encoded weather tiles after addWeatherLayer when the camera may still be moving. Production hosts that add weather layers with com.xweather.mapsgl.layers.spec.LayerMaskSpec do not need this.

When true, poll until every custom mask layer has stencil CPU meshes for visible tiles. Required for ALL-mode intersection, LayerMasks.land, and LayerMasks.water (inverted masks call failOpenNoStencil while MVT geometry is still loading).
