Per-layer attribute allowlist.

Returning null for a layer means "this layer needs every attribute". Returning a set means only those keys are materialised; a dot-notated MVT key such as report.areaAC is kept when report is allowed, because VectorTileSource rebuilds those into nested dictionaries after decode.
