debugNativeCacheUsage

Demo/debug-only: current bytes used / configured budget bytes for every native mesh/tile cache namespace (mvt/fillmesh/outlinemesh/circlemesh), plus a "total" row summing all four — see com.xweather.mapsgl.NativeCacheBudget. Bridged here (a public companion function) because com.xweather.mapsgl.NativeCacheBudget itself is internal and not reachable from a consuming app module. Returns an empty list before the first com.xweather.mapsgl.map.MapController has configured the budget.
