True when consumerLayerId currently declares itself raw-path eligible for any tile layer.

Tiles parsed down the raw path carry no com.mapbox.geojson.Feature objects, so a consumer leaving that path -- which is what setting a filter does -- cannot reuse what is already cached and has to have those tiles parsed again.
